IRC R406.1 governs damproofing; R310 governs basement egress openings (5.7 sq ft net clear, 44-inch maximum sill height, window well at least 9 sq ft with a 36-inch projection). - Sump discharge must go to grade or storm, never the sanitary sewer. - Diagnostic rule: water appearing within an hour of rain is surface water (grading, downspouts, window wells) and is often inexpensive to fix; water appearing a day or more later, or through a prolonged wet stretch with no single storm, indicates a risen water table and hydrostatic pressure, requiring drainage rather than sealant. In Central Iowa the first pattern dominates, because the local failure is a storm exceeding what a flat lot can shed rather than a slow seasonal rise. - Insurance: homeowners policies almost never cover groundwater or surface-water intrusion, which insurers treat as maintenance.
